Volunteer chief hit, killed while riding ATV in W.Va.

BIRCH RIVER, W.Va. — The chief of the Birch River Volunteer Fire Department in Nicholas County was killed in an ATV accident about 6:30 p.m. last Wednesday, according to a statement from the department.

Robert Cottrill, 46, was riding an ATV when he was struck by a vehicle, according to the department. He had been a member of the department since 1981.

Cottrill was traveling west on Widen-Dille Road in Birch River when he was struck by a 2000 Dodge Durango stolen from Braxton County, according to the Nicholas County Sheriff's Department.

Both the driver and passenger of the vehicle initially fled the scene, according to police.

The driver, Jerry Shannon from Mill Creek Road in Birch River, turned himself in to police in Braxton County on Thursday, said Nicholas County Sheriff Wetzel Bennett. He is charged in Braxton County with leaving the scene of an accident causing death, Bennett said.

The passenger, Christopher Watson Summer from Stoney Creek in Braxton County, has been charged with robbery of the vehicle and maliciously wounding the owner, Bennett said.

Train hits another, cars derail in Laclede County, Missouri

SLEEPER, Mo - Two Burlington Northern-Santa Fe engineers suffered minor injuries when their freight trains collided head-on north of Lebanon on Monday morning. Laclede County Emergency Management director Jonathan Ayres says the two trains collided at a switching station about 1.5 miles west and south of Sleeper.

Witnesses said 30 tanks were leaking but Ayres didn't know what the trains were carrying. Ayres says both trains were pulling about 100 cars when the crash occurred. He didn't know how many cars derailed.

One early report indicated three engines were on their sides. One train was carrying military hardware, including tanks. The Lebanon Daily Record reports no road crossings are blocked.

The track is the main BNSF line between Springfield and St. Louis.

Philly police radio system crashes for 2 hours

PHILADELPHIA - Philadelphia officials are trying to determine how severe Wednesday's police radio system failure was.

The system went down between 1 a.m. and 3 a.m. after circuits failed at Verizon's central communications center.

City officials say only 20 percent of service was affected while Fraternal Order of Police leaders say service was nonexistent, but John McGrodie of the FOP says a backup system did go into operation.

Police Commissioner Charles Ramsey and other officials were summoned to headquarters while the main system was down.

Chief Inspector Michael Feeney says the failure was not caused by the Motorola digital radio system, which city officials recently agreed to upgrade for $34 million.
